Victoria Russo

As a Policy Advisor, Victoria provides legislative and regulatory analysis, supports the development of Institute research, and informs overall strategy. Victoria also serves as a Policy Analyst at Healthsperien, LLC, a nationally recognized policy and health care consulting firm. Prior to joining Healthsperien, Victoria worked for the Centers for Medicare and Medicaid Services, focusing on monitoring and evaluation efforts for Section 1115 demonstrations with an emphasis on the COVID-19 Public Health Emergency. Additionally, she interned at Public Consulting Group, where she contributed to various state health department projects, and engaged in grassroots Medicaid work, advocating for improved healthcare access and quality, while working at a federally qualified health center. Her expertise also extends to government contracting where she gained valuable experience at the state level through her work with New York State’s Department of Health. Victoria’s extensive knowledge and practical involvement in these diverse roles and sectors have provided her with a comprehensive understanding of healthcare policy, strategic communications, and government affairs.

Victoria received her Master of Public Health degree from Columbia University in Health Policy and Management with a concentration in Comparative Effectiveness and Outcomes Research. She also graduated from the University at Albany, SUNY with a Bachelor of Science in Biology.
